The eastern Hak IMHO is difficult if not impossible to reconcile with the original DA map and the concept of Blackmoor as a northern province of the Great Kingdom. I happily ignore it.
In the story, Robilar and Mordenkienen (sp?) decide to adventure in the CotG and then journey to Blackmoor castle, buy some supplies and follow the road leading to the City of the Gods, a journey of apparently two or three days, including time dodging the Plainsmen.
Given that BM is north of the VoA and Greyhawk is somewhere south of it, there wouldn't be much reason to to all the way to the village of Blackmoor, unless the roads were a faster way to travel and CotG lay somewhere SE or E of the town, or there was simply no way to enter the VoA from the east - unlikely since even if there was a big cliff or something, M could use a levitate spell and R had boots of Flying.
