Not familiar with a Fallout RPG? Does it have something to do with the Video Game series?
I love the idea of a Blackmoor game taking place amidst the Great Rain of Fire though!
I had some similar ideas in my Years of Fire campaign outline.

PnP was a pet project by some of the Black Isles/Interplay guys. From what I understand, it predates "Exodus d20" (which was supposed to be Fallout tabletop) as well. As I mentioned, if I delved deeper into this, I'd have to homebrew beyond the basic psyker/psionic stuff that's in the setting, as Blackmoor is still D&D and that has magic. I'll probably just slam some other system on top of it, since FO PNP is a percentile system and there are others floating around that operate similarly.
I'll certainly look at that campaign outline though.
