I think the D20 Sourcebook caused some confusion about these settlements. David Ross is fairly clear about these places being "firmly in the camp of Thonia", while the d20 Sourcebook makes Bram Tagus one of the Barons of Blackmoor. While Tagus is a master diplomat, he never broke with Thonia. Do the rest of you concur with this assessment?
