I'd rather run it with a fusion of Rolemaster 2 & Spacemaster 2 rules sets. With them I could play up the deadliness of the setting & easily integrate the sci-fi stuff Blackmoor is known for.

I have my own Holmes/0e hack that I call "Levels Beyond Basic" ("LBB" - see what I did there?) that combines Holmes rules with 0e, Greyhawk & Blackmoor

and throw in Eldritch Wizardry, Chainmail, First Fantasy Campaign & Gamma World 1e for the best Blackmoor "old skull" feel. 8)

Recently I've been using Advanced Fighting Fantasy 2e for the fantasy bits and its compatible cousin Stellar Adventures for the sci-fi bits.
It seems to work well.

My preferred rules set has become either OD&D or Delving Deeper. That said, if I run Blackmoor in the future I may use B/X D&D instead as less converting (not that it'd be much if anything).

If picking by official D&D only: BECMI/RC with some OD&D in the mix.

Other:
Right now I would go to Blood&Treasure (I'm probably going to run this next...again). Mostly because it got lots of the races, classes, spells and items from the entire d20 SRD converted to something more akin to classic D&D. It helps when running 3.X modules with minimum conversion. But I could also go with some other retro D&D-like game. BX Advanced, Labyrinth Lord Advanced, Swords&Wizardry Complete, Castles&Crusades etc...
