Found this in the Blackmoor Players Guide p 184. Lead by Lady Tyger, this group is described as a travelling freak show. They apparently originated in Jackport, but may be found travelling around in the North.
Would they work as a Meta-Org?

Absolutely!
I recently came across a travelling freak show in a gamebook (The Howl of the Werewolf) and I was very impressed.... maybe if you need some inspiration to flesh it out, you may want to have a look at it...

Thanks, got a link for that book?
It seems like this would also be a good group for Bards, especially of the Jester PrC.
The Red Lantern Circus is secretly part of the Eldritch Underground.

Title: The Howl of the Werewolf
Author: Jonathan Green
Have a quick look around, it's a Fighting Fantasy gamebook and it shouldn't be difficult finding discounted, second hand copies around...
