Fair question!

I was going to make a separate Andahar Coat of Arms with the Hawk in it. does it make sense to distinguish between City Coat of Arms and the Crests of various noble families though? I'm not really sure what was common historically, but that's what I've been working from so far.

Hm, yes, that makes sense -- a family crest differing from that of the city/kingdom.

And as far as 'what was done historically,'....? Why should we let something like history or even -- dare I say it -- FACTS get in the way of what looks cool or works in the game?
