I even think the population number given in the books is low.
The DAB guilde says that the Blackmoor University has been built over the Wizards Pit. Also, you should make room for at least 3 major temples. Expansions have probably spread around the old town and possibly around the bay.
Svenny's Stronghold is noted to now be considered part of the towns defenses so possibly a second city wall has been added?
