Much of the inspiration for Golarion comes from Greyhawk, so I think Numeria is closer to Greyhawk's Blackmoor, than the original Blackmoor. I think the Black Sovereign might be more similar to whoever is baron in Greyhawk's Barony of Blackmoor for instance.

Yeah I didnt expect this to appeal to everyone, but the truth of it is, the way Paizo presents their setting is fantastic. If Pathfinder wasnt so close to 3E (which I am tired of), I would be playing it right now, just because of their presentations. I would have loved to see ZG working with Paizo with the Blackmoor lisence. That would have been so sweet Smile
