It boils down to a point-buy, skill-based roll-under system, with greater tiers of success the lower you roll. But I try to stick to the Rule 0 of the system:
Not everything needs a die roll.
There are "classes"... but only in the very loosest of terms -- it's only a framework for the concept of the hero you want to play: any hero can buy any skill. Yes, a wizard can use a sword. Or a plasma rifle.
There are "levels"... but only in the loosest of terms -- the system's version of "experience points" turn into skill points: cash 'em in to buy new skills, improve those you've already bought, or save up for Achievements.
