Was any of the Blackmoor material designated as Open Content?

I've looked at the Campaign Guide and the Player's Guide. Both have only spells, skills and feats designated as OC. A mistake IMO, since something else would have given them something to work with without the lisence, but it is possible that their hands were tied.
