Oser and Ning. Who are they?

From Adventures in Blackmoor, page 15:

For example, one bottle's label proclaims that in contents were "botted at Glendower in the 3rd year of the Reign of Oser," while another proudly states thai its fiery contents were "distilled and bottled at Vestfold in the 12th year of the Reign of Ning".

Who are they? The wording says "reign", but perhaps they are not Kings, but rather Barons or Earls... maybe they were Barons of Glendower and Vestfold, maybe they were Regents or Barons of Blackmoor before Uther's advent...
What do you think? Did you encounter these names before?

Since these are items found in the future version of the Comeback Inn, fans have previously assumed these were future rulers of Blackmoor, as shown in this timeline by LoZompatore:

3100 BC: Start of the reign of the emperor of Blackmoor/Thonia Korin II (DA1)
3088 BC: Start of the reign of Nial II (DA1)
3080 BC: Start of the reign of Ruxpin I (DA1)
3077 BC: Start of the reign of Oser I (DA1)
3054 BC: Start of the reign of Bodmin I (DA1)
3040 BC: Start of the reign of Halkad IV (DA1)
3030 BC: Start of the reign of Ning I (DA1)
3014 BC: Start of the reign of Melnik III (DA1)
3005 BC: Start of the reign of Reger I (DA1)

That doesn't mean there couldn't have been a Nial, Oser etc in earlier times as well though. And you could easily have local rulers too.

On the other hand, I do think we have quite a few of these rulers named already.

Jenkins is probably the first ruler of Glendover and Bascom Ungulian most likely the second.

Somewhere on this board I speculated that the list of rulers found in the desk drawer in the Comeback Inn *might* have originally been Thonian emporers in Blackmoor's past, as Arneson wrote it (if he wrote that, that is)

Pissaic is from th FFC yes.
Kargas Dolmut is a character from the Wizards Cabal D20 Sourcebook from Zeitgeist Games.

So I didn't create any of these characters, but rather I combined them into one character.

That is possible. I would have to go back to DA1 and check the exact phrasing. I had assumed that those were rulers following Uther. But it is possible that this could be interpreted either way.

It is very unfortunate that noone was able to ask Arneson or Ritchie about what Ritchie added to the DA modules. I'm sure Ritchie worked through the modules quite heavily, but at the same time I think he made extensive use of Arneson's material, including details like names and such. The DA modules are fascinating in how rich they are with details down to names of weapons, horses etc.
