Before he parts ways with the Red Dragon, he asks some questions about Rahl's lair.

(This summary edited from 2nd to 3rd person pronouns as it was originally in dialog with the Dragon.)

The Dragon told him part of the problem is he hasn't been in town lately, especially since Rahl took over.

He remembers Rahl from two incidents.

You see Rahl and the party raided the Dragon's lair and took all his loot a few years back and just as the party was leaving, the Barbarians laid siege. So ever Rahl's treasure is found it was mostly the Dragon's and he'd lay a claim.

The former owners had the audacity to stand up to the Barbarians so the former robber soldiers and their robber Baron are no longer around except the civilians.

Then came the heavy-handedness of the Barbarians. Even the civilians may have revolted, had not Rahl come back the 2nd time, worked out some deal and used his Orb of Wyrm Control on this Dragon.

Regarding the factions, first there are the Barbarians, whom he expects will abide mostly in the barracks the former owners used to employ. They act as garrison and police force.

Then there are the civilians, mostly former servants of the former robber baron. These are mostly halflings. Now they have to work for a living. Some of them run small workshops or bars.

There are some humans left, mostly shop owners.

Regarding the cultists the Dragon doesn't know who they are because they live in secret and don't visit him any more. They are probably living among the general population. Rahl and the party killed their leadership and their Gawd the first time they visited, (and he reiterates) that it was the same time Rahl stole the Dragon's treasure. The Gawd was a nasty evil entity, a man after the Dragon's own heart. He'll be missed.
