Not every NPC in this age needs to be high level

Ah yep sure!
I have some real movers and shakers who will be of higher level, but it is interesting too see who else might have been around in the setting 500 years ago. I was pretty excited when I came across the Keymaster in DoCBM. He is presented as an old sage in that book, but in this age, he would have to be quite young (for an elf).

Here's another semi-official character. Looking back at it, perhaps he could be the mentor of Callas to create some more connection between the characters here? Perceptive readers may also note the reference to the Vales Campaign...

Telenios ‘Tel’ Aquassiru
Neutral Elven Wizard 16, Str 12, Dex 16, Con 13, Int 18, Wis 15, Cha 15, AC 0, Hp ?
Telenios is a 700 year old Elf elven Wizard and chief advisor to King Uhlmar. He has been a fried of the king since the early days when the elves started exploring the lands outside their own woodland realm. These days the aging elf has become more quiet and his face shows signs of worry as he perhaps more than any realizes the challenges of the world elves face.
Telenios is the father of Maielian “Mail” Aquassiru and is proud to see his son becoming a noble warrior, just like his mother. Telenios prefers to solve problems without resorting to violence, but should it come to it, he will not run away from battle.
In combat, Telenius wields a Staff of Elemental Power (RC p 236, all four elements). He wears Chainmail and a Ring of Protection +3
Notes: In the modern era, Tel has been killed, but his soul lives on as it was later forged into his blade, Woodhold, later in the possession of Menander Ithamis. (DAB)
