Rodney Thompson designed the book for d20 Blackmoor.

As mentioned in this info suggests that Thompson will be one of two designers for WotC's March 16 release. Details on this book are said to be announced in a few days.

I rather liked Rodney Thompson's Clock & Steam. It was officially non-canonical for Blackmoor since it introduced some new takes at both rules and the setting, but I expanded on those concepts and characters in my Duchy of Evedhur which appeared in the .
